Planning has not commenced. Here is exactly where it stands.
Werribee Junction is a due diligence project on the Victorian Planning Authority work program. There is no draft or gazetted precinct structure plan, so every figure below is framed as future, not approved.
Indicative deliverables
What a future precinct plan would need to resolve.
A future employment precinct
Around 1,142 hectares identified for future urban investigation, with employment land expected to lead the mix.
Strategic transport frontage
The Melbourne to Geelong rail line to the north and the Princes Freeway to the south give the precinct rare dual frontage.
Conservation and open space
Conservation extents, waterway corridors and open space networks will be defined by the future plan. See the official plan for detail.
Land use and density
Dwelling yields, densities and resident forecasts do not exist yet. They will only be set through the precinct structure plan process.
Community infrastructure
Any schools, community facilities and local centres will be identified during precinct planning, not before it.
Integration with Werribee
The precinct adjoins established Werribee and the Alfred Road PSP area to the east, so staging will follow surrounding delivery.

Delivery

- Stage 1
Due diligence
Investigations on the VPA work program: land capability, infrastructure servicing and environmental assessment.
- Stage 2
Precinct planning commences
Targeted for the Horizon 3 window of 2029/30 to 2033/34, when a draft precinct structure plan would be prepared.
- Stage 3
Exhibition and gazettal
Public exhibition, submissions and, if approved, gazettal of the precinct structure plan by the Minister.
- Stage 4
Delivery
Enabling works, servicing and staged land release follow gazettal over a long horizon.
